The story was about an incident that occurred in Iowa, and involved a man who got fed up with his neighbors, bought a bull horn, hooked it up to a compression machine of some kind (I am imagining that made it really loud), and blasted the neighbors every two seconds until he was arrested by the police for disturbing the peace.
