The pressure to go through the motions of religiosity imposed by a “prisoners can’t have sex with their wives, unless they’re members of certain religions” policy involves at least as much coercion of religious practice; even if the government could impose such a policy consistently with the Establishment Clause (and I’m not sure it could), I think the government can rightly claim a compelling interest in not creating such pressure.
