What's so frustrating about this is that Don's use may have amounted to nothing, really, but the Hearing Office feels that a Diagnosis of "no Diagnosis" should have been provided, because it is also possible that Don had abused marijuana, and may well have earned a "cannabis abuse" diagnosis.
