      Under the previous H-1B “cap” filing system, a petition would have to prepare and submit a full H-1B petition (with full set of fees) for consideration under the H-1B lottery;   starting 2020,  USCIS only requires a petitioner to “register” an H-1B candidate for consideration under the H-1B lottery by submitting a simple questionnaire and paying a much lower submission fee.
