The most important, and the one that I will focus on today, is that the Department of Justice under Attorneys General Ashcroft and Gonzales have greatly increased its centralized control over the death penalty-related decisions of federal prosecutors, primarily by directing reluctant United States Attorneys and line prosecutors to seek death in cases where the prosecuting attorneys themselves had recommended against doing so.
