  As is often the case, the answer is 2-edged kind of thing; on the one hand, reducing the pressure on taxpayers may provide more time, and hence more opportunities, to provide urgent valuable service to panicked clients – i.e., more time to figure out ways to stop collection; on the other hand, less IRS collection harassment will cause a lot of burdened taxpayers less incentive to reach out for professional help – e.g., retain an attorney, E.A., or other tax professional.
