My best guess: if he had joined the Kagan concurrence, that would have given it five total votes, which would have rendered it effectively controlling, which in turn would have partially deprived Justice Thomas's opinion of its majority status; having assigned the opinion to Justice Thomas in the first place, perhaps CJ Roberts did not want to take it away from him by joining/creating a five-Justice concurrence.Justice Jackson is a bit harder to explain here.
