In light of number portability where the volume of recycled numbers is already pretty small, I’m guessing that the percentage of texts sent to people who receive unwanted Twitter texts because the predecessor phone number subscriber opted-in is trivial–I’d be shocked if it were even 10%, but I’d expect it to be 1% or less.
