That year they approved a civil commitment program designed to route dangerous sex offenders whose sentences are ending into treatment in secure state psychiatric facilities. - So instead of evaluating them before sentencing and possibly sentencing them to a longer prison term, they bypass that and just sentence them, and before they get out, spend more money to perform an evaluation on them, which should have been done first, to see if they need to be put into a prison outside of prison.
