Interestingly, it was offered as an amendment to the Senate Amendment to H.R. 3997, the "Act to amend the Internal Revenue Code of 1986 to provide tax relief and protections for military personnel, and for other purposes, " the "other purposes" being (in this case) to serve as a vehicle to get the bailout before the House ASAP.
