In the past people simply got tapped on the shoulder and there was no strategy: those responsible for the selection of judges have tended to look for what was available and at who was the best and the result was that those selected reflected the legal profession which tended to be made up of people that were male, white, educated at public school, and from the upper middle and middle classes.
