At one level, this suggests that Federal prioritization remains intact and if that varies with the Arizona state enforcement, well, federalism is a two-way street and the Feds can't tell Arizona what to do with state laws, either.That's a great thought and if we lived in a universe where law enforcement could deal with things like this with low transaction costs, I might agree with it.
