In the case of talent, in the market for university reputation, out of state is fine with the university as it has no stake as such in the fortunes of the state itself.With respect to either of those, there’s no reason to believe that the university has the best interests of the state at heart, and good reason to think that its interests conflict with those of the state and its residents.
