Well you still have all those Mexicans sitting on death rows in the United States. so Mexico could do two things, suggested before: 1. invoke the Arbitration Clause of the Treaty of Guadalupe-Hidalgo; 2. negotiate and conclude an international executive agreement with the United States government settling this entire dispute that could then be enforced upon the States of the Union holding Mexicans on death row under the Belmont and Pink cases.
