It is truly odd that lawyers across the political spectrum have acted as if the provision creating the pardon power is unambiguous, when it is anything but.The Supreme Court case to which naïve reporters point, 1866’s Ex Parte Garland, does indeed say that the pardon power is “unlimited,” but that opinion then very clearly describes a pardon power that is in fact limited.
