Seguramente "interpretó facticamente" que el término "FACULTADO" es  sinónimo de OBLIGADO, si fuera este último caso NO necesita aprobación de nadie, sino lo hiciera vulneraría la Constitución, además los artículos de la Carta Magna se interpretan concordando sus postulados con otros que incidan en determinada situación jurídica y con todos aquellos relacionados con la misma.
