§1332.The reason for diversity jurisdiction is that out-of-state residents sued in a plaintiff's home state were thought to be vulnerable to what lawyers call "home cooking" - that local judges would favor local plaintiffs (and their lawyers) over folks from out of state, particularly when those folks are richer than the local folks.
