There’s widespread recognition among industry that privacy needs to be integrated into data processing so datasets can still be useful while minimizing individual privacy harms.[3]  This can include steps aggregate unique data elements so that individual data cannot be distinguished.[4]   That said, I don’t know enough about the datasets involved here, how they were acquired, or what privacy protections were applied, to be able to comment on that.
