Well, at one point, I researched the heck out of that word, and came up empty; my best guess would be that it includes things that aren't quite food, but that you'd pack if you were going to be evacuated from your house for months; toilet paper, paper towels, shampoo, soap, deodorant, feminine hygiene products, vitamins and minerals, patent medicines and prescriptions, and if you have special medical needs, well...colostomy bags should be provisions, right?
