District Judge Roger Vinson declared the entire healthcare reform law (the PPACA) unconstitutional, stating that one section of the law that was unconstitutional – the individual mandate requiring most citizens to have health insurance or pay a fine – could not be carved out of the rest of the statute.Ruling against HHS in the case, Judge Vinson held that by enacting the individual mandate, Congress exceeded its authority under the Constitution’s commerce clause.
