  Moody’s said in a note dated Monday and emailed early Tuesday that the French plan, which involves allowing banks to roll over as much as €30 billion ($43.62 billion) in debt due between now and June 2014 into new five- or 30-year securities, could mean immediate charges against debt held on bank balance sheets as “available for sale,” and that bonds “held to maturity” on banks’ books could also be subject to impairment charges.
