  If this looks level to you, by all means bike in San Francisco   Put those factors together and in my experience, the cities were cycling is a practical alternative are Amsterdam (a biking culture and a historic downtown), Ferrara (university town on a level plain), Cambridge UK (ditto, plus a campus that can readily exclude cars).
