Sergei BlagovMOSCOW — The Russian Finance Ministry in letters released July 20 clarified that individuals as well as companies must notify the tax authorities about controlled transactions and gave further guidance on procedures for obtaining bilateral transfer pricing agreements.Letter No. 03-01-18/5-91 pointed to Article 105.16 of the Russian Tax Code, which states that taxpayers must report to the tax authorities on the controlled transactions listed in Article 105.14.
