In 1972, Congress replaced the three programs other than AFDC with Supplemental Security Income for the Aged, Blind, and Disabled (SSI), thereby both expanding Medicaid eligibility to many individuals who had not previously been eligible under standards set under state-run programs, and displacing the primary State burden by assuming responsibility for both funding payments and setting standards of need.
