While this "efficient" means of kicking cases out of federal court certainly frees up the courts' dockets and most assuredly was greeted with silent cheers by prison guards and wardens across the United States after its enactment in April 1996, but for prisoners whose living conditions and personal safety rests in the hands of prison officials, this statute has created a problematic road block for inmates wanting to file a civil rights lawsuit.
