There seems to be near unanimous opinion in the state that the landmark reform bill is responsible for the ongoing savings.I was thinking that there must be a dramatic decrease in claims frequency in the state in order for there to be such a big swing in costs - the conclusion perhaps being that the changes may be excluding otherwise legitimate claims (as well as those that are more nefarious).
