If Qualcomm had asked me whether it's a good idea to enforce, I'd have said: guys, if you had a real infringement finding here instead of an agnostic ruling (where the court itself said they don't know whether there really is an infringement), then, yes, I'd probably understand why you'd take your chances and enforce.
