Earlier this month, in What is the Farm Bill's Date of Enactment, I suggested that Congress re-enact the bill in its entirety and that: it could add a provision that specifies that the date of enactment is the date that the President signs whatever is sent to the White House in June, or, if it is vetoed, the date that the House and Senate override the veto.
