If a true third party installed a monitoring tool that intercepted every URL that a person visited in the course of delivery from the user to the other party to the communication, then there’s a good argument that the URLs are contents for the leg of the communication from the user to the recipient — much like “Pennsylvania 6-5000″ was the contents of the call from the caller to the telephone operator.
