I suggest that quoting a photograph (or indeed any artistic work) might be possible for the purposes of something akin to criticism or review, but it will continue to remain outside the fair dealing rules for news reporting.Then there is the reliance on a purported licence, such as creative commons, which may accompany an image found on, say, Flickr.
