Having begun my own two-decade journey in criminal-justice advocacy over police brutality issues in Austin in the mid-90s, I'd respectfully suggest that a) most of the real changes needed must happen in state law, not at the local level, particularly in civil-service cities like Houston, and b) settle in and build for the long haul, these are not issues which will be quickly or simply resolved. In early November, Rock Island Clean Line, a subsidiary of Houston-based Clean Line Energy Partners LLC, filed petitions with the Iowa Utilities Board asking for permission to construct and operate a 500-mile transmission line that will carry 3,500 megawatts of wind-generated direct current from O’Brien County in northwest Iowa to the Quad-Cities area, where it will cross the Mississippi River into Illinois. The punitive impulse is not a pragmatic one.That said, another piece of Miles' legislation, HB 270, would make official oppression complaints subject to the Public Information Act in Dallas and Houston (cities over two million) and require their retention as long as the officer as employed.
