Item (d) is a typical example of regulatory zealots (almost a euphemism) wanting the EU to cut its nose to spite its face: it actually creates an incentive for pools to work with evaluators based outside the EU, and for such evaluators to move out of the EU, especially since their work is not location-dependent and they can find lower taxes and better weather elsewhere.
