An earlier working paper issued by the Program, “Regulating Bankers’ Pay” by Lucian Bebchuk and Holger Spamann, advocated making prudential regulation tighter for financial firms whose compensation arrangements encourage risk-taking, as the FDIC is now proposing; this paper is available here.
