The rules setting out the default position in the civil courts are in the Civil Procedure Rules (‘CPR’):- CPR r39.2(4) concerns anonymity of parties or witnesses, and says that ”the court must order that the identity shall not be disclosed if, and only if, it considers non-disclosure necessary to secure the proper administration of justice and in order to protect the interest of that party or witness.
