A new, must-read article in Foreign Policy by Ethan Devine makes it pretty darn clear that (i) Specter and other China-mongers have no idea what they're talking about when they throw around such accusations, and (ii) any decision by the Treasury Department to label China a "currency manipulator" as defined by US law is far more a product of politics than of reality.
