Implementing the President's mandate, Cass Sunstein, OMB Administrator, released a memo to the heads of "Executive Departments and Agencies" two months ago, requiring greater public participation and consideration of how to reduce the profusion of conflicting and burdensome regulations, especially by lightening the load on start-ups and small businesses.
