It seems to me there are three possibilities, none of them entirely satisfactory: 1) Always; 2) Never; 3) Sometimes. 1) A very strong "departmentalist" view along the lines championed in recent years by Larry Kramer would emphasize that the President heads a co-equal branch of government.
