Submits that the Court of Appeal’s second judgment was wrong in that: In accepting the evidence of the government (specifically the statement of Mr Drew, the dircetor of national security for the FCO)  as to the meaning of the letter from the US (written by Mr Lietzau, the Deputy Assistant Secretary of State for Defence), the Court failed to have proper regard to the ambiguities in the letter and the inadequacies in the Mr Drew’s evidence.
