As Andrew Copson pointed out in a tweet, under s 14 Marriage (Same Sex Couples) Act 2013, as amended, the Secretary of State (ie the Government) already has the power to make provision by statutory instrument “for and in connection with permitting marriages according to the usages of belief organisations to be solemnized on the authority of a marriage schedule” – but the Government has not chosen to exercise that power.
