It's the Ninth Circuit Court of Appeals (plural), the California Court of Appeal (a court with 'singular' appeal), and the California appellate districts are numbered ordinally (First, Second, etc.), while divisions within districts are numbered cardinally (Division One, Division Two, etc.).
