The US State Department Tuesday delayed a planned lifting of the travel ban on US citizens visiting Libya after Libyan Prime Minister Shukri Ghanem denied that Libya was responsible for the 1988 bombing of Pan Am 103 over Lockerbie, Scotland, and instead insisted that Libya had paid compensation in order to "buy peace", not as a reflection of guilt.
