Wardlow, decided in 2000, the United States Supreme Court held that being in a high crime area at night and running away from a police car constitute enough facts for officers to perform a Terry type stop and frisk on an individual.The fact that presence in a high crime area is relevant to a determination of reasonable suspicion seems to place a high burden on a judge or magistrate at a suppression hearing.
