I'm behind in this week's committee previews, but let's run though the highlights, for starters, of tommorrow's Texas House Corrections Committee agenda.Revamping TYC, Creating Inspector GeneralProbably the most hot-button issue on the list is Chairman Madden's HB 2807, which would revamp TYC's inmate population by disallowing judges to sentence misdemeanants there and maxing out youths length of stay at age 19. Congrats to her on passing an excellent bill through the lower chamber.The House Criminal Jurisprudence Committee passed a couple of very good bills, my favorite of which is HB 2391 by Madden (discussed here) which gives police officers discretion to cite and summons Class A and B misdemeanor offenders at their discretion instead of arresting them and taking them to jail. Obviously TYC conservator Jay Kimbrough has already begun the process of reducing the number of TYC inmates, but Dutton's bill would put him on a more aggressive track than at present and likely require additional funding for community based alternatives for released kids.Another bill, HB 2807 by Madden, addresses the mechanics of reducing TYC's population. That's the question faced this morning by the Texas House Higher Ed Committee as it considers HB 1367, and I'm a tad disappointed to see that it's actually House Corrections Chairman Jerry Madden carrying the bill - I say disappointed because I think Madden's generally doing a good job as Corrections chair and is generally more sensitive to re-entry issues than this bill would indicate.Rather than run through the problems with this legislation myself,… [read post]

Madden's HB 1611 would scale the crime to the theft statutes, allowing small checks to be charged only as a Class C misdemeanor, while the same crime involving more than $200,000 would be a first degree felony. [read post]

In conjunction with Whitmire and Madden's probation-strengthening measures in other legislation, this bill makes a lot of sense, preserving incarceration for more dangerous folks and giving addicts a second chance to turn their lives around. [read post]
