First, a little history. the 1689 Bill of Rights was enacted directly following the so-called Glorious Revolution of 1688, when the Dutch stadtholder William III (William of Orange) overthrew King James II with the help of union of Parliamentarians and an invading army (contrary to what you learned in school, 1066 was not the last time England was successfully invaded by a foreign army).
