The trial court denied Petitioners’ petition for writ of mandate because the City’s determination that the project was consistent with the general plan density requirements was supported by substantial evidence found in the General Plan itself which incorporates community plan policies which anticipated subsequent modifications for site specific conditions, coupled with implementing hillside protection regulations that limits actual developable area of a parcel.
