The legislature has proposed changes [text of House Bill 7086] to Connecticut's Megan's law by increasing mandatory-minimums to 25 years in sex offense cases that involve minors.However, at a legislative hearing on the matter, Chief State's Attorney Kevin Kane spoke out against this proposal, saying that such a measure would handcuff the ability of prosecutors to plea bargain, potentially lower the number of reported crimes and subject victims to cross-examinations.
