Senator Patrick Leahy, the Vermont Democrat who heads the Senate Judiciary Committee, subpoenaed documents about the government's warrantless wiretapping program from the White House, the Vice President's office, the Justice Department and the National Security Council Wednesday in an effort to learn more about the scope and legal justification for the surveillance program that was first disclosed in December 2005 by the New York Times.
