We got the tram because (a) Neil Goldschmidt and Homer Williams sweet-talked, cajoled, and bullied Vera into it, even though everyone, including she, knew the budget they were presenting was a blatant fake; and (b) Potter, when he took office and had the clear opportunity to kill the project, didn't have the guts or the smarts to do it.
