After a lengthy trek through Bubb, Puhlhofer, Cocks v Thanet District Council [1983] 2 AC 286, Ferdous Begum and R v Northavon District Council ex parte Palmer (1994) 26 HLR 572, the court concluded that Wednesbury was the appropriate test and further that “the range of rational decisions” was not so narrow as to determine the outcome.
