To my knowledge, no such proposal to amend the BCP rubrics has been proposed for GC 2012 in Indianapolis -- the only proposal of which I am aware is to establish rites for the blessings of same-sex civil unions (or "marriages", if that is what the law of the particular State involved recognizes).
